Solution
The card has lit LEDs, so it has power, so it must be at least partially in the slot. Make sure that the card is fully seated in the slot - it may take a *very firm* push to do that.
Hmm... A5506? Is it A5506A or A5506B?
The System Firmware Matrix says you need PDC firmware version 43.22 or above to support A5506B, and you can never use this card to boot a rp5470 from network.

The matrix does not say anything about A5506A, but I have here a rp5470 with a fully functional A5506A card. It's running 11.23 with the latest PDC firmware.
