No main memory

We occassionally get servers (V-class) that refuse to boot, and that come up with "No main memory" during the memory checks.
The solution from the local HP shop is to clear the PDT and the force a reset from the console.
But what's the issue here? Is there a better solution?

Interesting doc. I should have provided more detail:
HP-UX 11.11, V2500. Dec 2001 Gold Pack.

The doc mentions a transceiver to "thin lan T terminator, or make sure that lan0 is connected to a customer network". The test station is connected to a valid network.
