Parcreate error on Superdome

I am trying to create another partition on the Superdome with 2 cells, which are identical in size. I keep gettting this error after putting in command: parcreate -P par1 -c 0/4:base:y:ri -c 0/6:base:y:ri.
error: Can not Lock Stable Complex Configuration Data (-43) command failed. Any ideass?

This could possibly be hardware related. The par commands make modifications to the complex profile which is stored on the PDH Riser Board.
