SolutionIf you are even having to ask this question, it means that you have problems. HVAC is always something that you never even have to think about. Buy yourself N + 1 units where N units can handle the full thermal load; that is really the only approriate approach.

Your server can be customised to shutdown when temp goes above a specified limit
How ever it is very much advised to have Large size LED pannel digital thermometer placed inside server room, which can be monitored from your console room.
It is not advised to just go behind the capability of the equipments to report and shutdown automatically, since all equipments are having unique shutdown temp.
