We have 25 HP9000 machines and 1 console. We have it on cart that we can roll around and just attach it to whatever machine needs it. It's much easier than having 25 consoles scattered around.

Why do you want to go for a console monitor Hardware, when so many options are available to manage the console sitting at any where in the server room or in console room.
All that you need to do is, attach and configure the GSP or MP LAN or install web consoles.

The other advantage is that the actual serial console is available renotely if necessary, a requirement in case you need to reboot the server (or network gear). But unlike the GSP LAN console interface, you have alternate connection methods (serial, modem, etc). Manufacturers (a sampling) are: Avocent, Cyclades, Digi International, Lantronix, Logical Solutions, MRV Communications and
Raritan Computer. Many of these companies have KVM switches but that's not what you want.
As far as a flat screen, rack-mountable terminal, about the only HP solution is a "thin client" which is basically a small box that you plug in a monitor, keyboard and mouse. However, it's not clear that these are anything more than a dumb PC running Windows or Linux.
