Superdome IO card cage shows power on but all the PCI cards are off

Hi 

ps shows that io chassis 1 in bay 0 is power enable but not powered on

when we power it on the pc command does not give any errors and goes to MP

the power to the chassis turns on LED green but the pci cards inside are all off

we go back to ps and still shows power enable but not powered on

and if we go back to pc the status is off.

we replaced the chassis and still the same issue.

we noticed taht sysrev shows IO LPM for the chassis in question all 000.000.000

Do you have a cell board attached to the IO Chassis?  Is this cell board powered on and active in a partition?

power cycling the dome fixed it.
