Did you try by removing the internal disk drives and having tape drive or CDROM installed and then running "sea ipl"?
or maybe running with nothing one of them?

As per my understanding, there has to be supported disk drives ( having HP firmware ), CDROM , Tape drive installed. If there is any in-compatibility, then ipl scan might fail or get terminated.

You might want to check for the compatibility, SCSI settings under PDC service menu,PDC firmware version on the server.

it could be down to the terminal settings?

Smooth scroll isnt on is it? if it is this will be why the boot terminates. It sends a scroll command which is interpreted as a keystroke and stops the search. I've run into this a few times before.
