Check the firmware is same for both the cellboards.
MP:CM>sysrev
will provide you the details.
If not, update the cell0 firmware. Are you able to power-on the cell0 using
MP:CM>pe
if not, what is the error. Check the SEL and FPL for the possible reasons for cell0 failing to join the partition.
A silly question, Are you sure both the cell boards are part of the same partition?
MP:CM> cp
will show if both the cells are in the same partition. If only cell1 is in partition, then add cell0 to the partition using parmodify.
Let us know the above details and we will have clear picture on the problem area.

the error msg in sel:
Keyword: BOOT_FIND_CORE_CELL_NOT_IN_RENDEZ
The core cell selected is not in the rendezvoused partition.

I remember a similar problem posted in the forum as well as in my own experience.
This is a "red herring" . Though it appears to be a problem in cell0, the actual issue might be in cell1. I believe the cell1 is in a hung state.
Shutdown the OS, remove the 4 power plugs from the server. wait for 30sec to 1 minute.
Plug the power cables to the server. This should resolve your issue.
At the next downtime,schedule the rp7420 firmware upgrade.
Do you see any message in your FPL/SEL as "watchdog reset"?
After the power cycle, if the proble is not resolved, let us know.

this is a new server. the problem is there since the startup.
the firmware is the latest.

Provide us the sysrev output to confirm the firmware version.
BOOT_FIND_CORE_CELL_NOT_IN_RENDEZ message indicates the core cell did not come to rendezvous. The core cell is cell1 in rp7420.
Hence you need to power cycle the system and check as explained in my earlier post.
Also refer to the ITRC thread below and see if this matches your problem.
