This is a function that is normally performed by a hardware configuration visit. The CPU's may be able to be disabled with the GSP card.
I have an idea though.
You may wish to use npar/vpar if supported by your system. What you can do then is run the Oracle in a vpar with two cpu's assigned, thereby reducing your license costs. I'm making an assumption here because normally people don't want to reduce cpu power.
The Non-oracle vpar can be happily used for other tasks thereby not wasting your two perfectly good CPU's.
The statment too many cpu's for the oracle database is simply unture. You can never have too much CPU power for oracle. You can have more CPU power than you can afford, which I'm guessing is the case here.

Another option - Process Resource manager (PRM)
I used PRM to restrict sybase to using two cpu's. THe configuration met all licensing requirements, and left two cpu's for non sybase work.

I am not sure you will be able to reduce the Number of cpu through GSP. if it is Npar system the genisys partition can only be created through GSP where is cell concept is involved not the cpu.
As per your case I am not sure about the setup you have.
1. CPU can be deconfigured by cpuconf command from BCH configuration menu .if No vpar installed. This option require reboot of the server.
2. If Vpar is installed you can move the cpu using vparmod command to remove the CPU. see manuall for vparmod.

VPars will work, but have to be purchased as well.
The WLM option sounds good to me.
But even the option to disable the CPUs will work.
