rp7410 - cell not powering on

hello all! I have an rp7410 with two cells and two MP cards. Cell 0 is not powering on! I tried going into the command menu, pe(power entities, cell 0 on. This is not working. Is there anything Im missing?

one of the cpu fans was unplugged causing the cell to not power on!
