I'm no expert on sysadmin policies, however, as you said that you only have 2 admins, I would only create logins for the two of you at the most.

It seems to me that "normal" users wouldn't need console access. (there is the possibility of root password reset if they had the know-how.) For security's sake there should be a separate GSP login for each admin, and that users should login through other means (ssh, x-clients, etc)
