BL860i2 ILO3 Cannot Add Local User Error Msg "Invalid Post"

Working w/ BL860i2 ILO3.  From the OA and going to 'Web Administration' to access the iLO, not able to add local user.  Error Msg "Invalid Post".  Any ideas?
