Upgrading 2 existing BL860ci2 to BL870ci2

Dennis had an Integrity blade upgrade question:

Our OBP team are stating that 2 existing BL860ci2’s cannot be upgraded to a BL870ci2 because the Monarch chip needs to be removed from the second BL860ci2 and there is no process to do this.

This does not make sense to me.

All the documentation I have seen states that we do support this e.g.

Could someone help clarify the situation please?
