VCEM no WWNs available

VCEM no WWNs available

Im using Matrix 7.4.1 with VCEM user defined MAC and WWNs. When provisiong a server I get an error that no more WWNs are available. When I check VCEM it shows 27% of the WWN range is free. Is there any property settings or other issues that would cause this ?
