I was told that we would need and to have fabric manager installed on a server to do zoning when upgrading to 6.2x or 6.3x on Brocade's.
Anyone know if this is correct?

Solutionit applies only to zoning via the Webtools.
If you use CLI it is ok...

it depends on the SAN switch model:
e.g.
for the 200E the highest is 6.2.1b

With the introduction of Fabric OS 6.1.1, certain features/functions were removed from Web Tools
(resident in the firmware) and migrated into the Data Center Fabric Manager (DCFM) management
application. It is therefore recommended that before you upgrade to 6.1.1x or later, if DCFM is not
running on your fabric, you review the Web tools functionality moved to DCFM section in these release
notes and take note of what has changed, so you can assess the impact to your particular fabric
