HP SVSP - NESS occurred

I have an SVSP 2.0 environment. I setup and installed one VSM and all services are running properly.

I have a SVSP domain set up and all appears fine.

I went to bring up the second VSM server, and ran into issues.

It installs fine, and all is well. However, when I try to start the SVSP services, it tells me: NESS occurred.

I am not sure what this error is and cannot find anything about it. Thoughts or suggestions?
