MSA1500cs firmwareflash from W2000 server - ADVAPI32.dll error

I'm trying to use the MSA1500Flash utillty to upgrade the controller from ver. 5.10 to 5.20 and the MSA20 from 1.52 to 2.02.

When I start the utility I get the following error:MSA.exe - Entry point not found
X The procedure entry point TraceMessage could not be located in the dynamic link library ADVAPI32.dll

(and HP web-site do not work)

I know this is an old message. just wanted t report I'm getting the same error message on a Windows 2000 system. I've run all the updates and fixes I can find on this, but haven't found anything that resolves this issue.. Any suggestions would be appercaited.
