It's the minimum number required - you can't create a disk group with less, except if you're using 6 SSDs.

The minimum number 'recommended' depends on the required disk capacity and how many I/Os the EVA needs to deliver for your servers.

8 disks is the minimum for FATA and FC drives to form a new disk group. You can add more in if you wish at the time of creation or just add them in later. Recommended to add in in multiples of 8 but it can be any number.
6 is the MIN for SSD with a MAX of 8 for SSD.
You can only have 8 SSD max in any EVA that supports them.
All drives in a disk group must be the same typa of drive as in ALL FATA or ALL FC but you can mix the different speeds / capacities but it is generally not recommended to do this for several reasons.
Max number of disks per disk group = all the disks of a given type in the array.
Min disk groups for ALL EVA is 1.
Max depends on EVA but for an 8400 it is 16.

Single protection reserves twice the size of the largest disk in the disk group.

Double protection reserves four times the size of the largest disk.
