P6000 PA Database Service Not Starting

The P6000 PA Database service is not starting on my EVA managment server. We have Command View 10.2.0.16 installed. When I attempt to start it, this error gets thrown in the Applcation Log on the server:

2016-01-14 19:16:01 GMT FATAL:  lock file "postmaster.pid" already exists
2016-01-14 19:16:01 GMT HINT:  Is another postmaster (PID 2512) running in data directory "C:/PROGRA~2/HEWLET~1/EVAPA/DataBase/Postgres/data"?

Has anyone seen this error before?
