you need to buy additional license and add them to the switch

Your switch has the base license, that comes with 12 ports enabled. You should buy a license for the rest. First look for the license available according your switch model. For example I have an HP Storage Works 4/32 SanSwitch and I have this license:
Full Ports on Demand license - additional 16 port upgrade license
This license allows me to use all ports on the switch.
