XP24000 License is calculated by raw capacity or raid-group capacity?

A customer has a XP24000 with 129TB license, and 236*600GB Data HDD and 4*600GB spare disk,

 

The status of license shows NOT Enough, is it a problem and what's the affect if I keep this ?
