As long as the defined IPv4 or IPv6 Subnet contains enough available addresses that you haven't defined a range for, yes you can. You would simply add a new range to the subnet. Yes, this can be done with out downtime, as it only extends the avaialble addresses to the pool, and does not reallocate any existing addresses.
