cannot assign ethernet connections - BL460C Gen9 - OneView 3.0

I cannot for the life of me get this to work.  I current am running 3.0 and all of my BL460C Gen 8 Blades work perfectly, but I inserted a BL460 Gen9 blade into my OneView enclosures, and I am getting the following error:

"The port map, virtual identifier, or server location information may not be up-to-date in the iLO."

I have done everything I have read.. and still getting that error with any GEN9 Blade.. 

Ideas?

OneView version 3.0

All firmware current on enclosure and blade.
