Problems with SAN/iQ upgrade for HP P4000

When I try to upgrade with Centralized Management Console version 9 I get this error: Pre-installation test failed because management group 'mgmt-group' has the following issue: Taking system fom, san02 offline will cause a loss of quorum...
Why is it taking down FOM and san02(I have san01 and san02)?
Is it not possible to upgrade one at a time in CMC version 9? The FOM is already at version 9.

Sounds like the Manager Service is not started on SAN01.
