Why is this DHCP plug-in required on a BYOD scenario

Hi,
The BYOD system tries to fingerprint the client device, this can be based on client MAC, HTTP header info (when connecting to the BYOD portal) and based on the dhcp request (each OS is sending DHCP requests (option request order) in a specific way, so based on a dhcp request the client OS can be detected).
The client MAC and HTTP can be detected by IMC directly, but the dhcp request goes to the dhcp server, so IMC would not be able to use it for client device fingerprinting.
with the dhcp plugin, the dhcp server will report the dhcp request to IMC, who can then analyse it.

Hello
We are trying to install HP DHCP agent on Windows 2012 server acts as DHCP server. But when we run the agent conf tool it says the configuration can not be applied and agent disabled. Any attemt to run agent or apply configuration had failed, see the attachment. Are there any requirements to configure Windows 2012 security systems to run agent? What could be the reason for such behavior?
