Geoff,

AFAIK there is no publicly available 'Ignite UX & vPars Cookbook'. There may at some point have been a short (2-page) doc on ITRC, as internally I can find an old (2002) document with that title - but it's well out of date and has been removed from the europe ITRC. The doc ID was UVPARKBAN00000897.

However looking harder at the document you are looking at Geoff, I notice it is also from 2002, and is for vPar A.02.02, which is out of support. Looking at up-to-date versions of this document (e.g. for A.03.04), this comment has been removed from the text:

Yes - it appears that the documentation in the doc I was looking at is quite old. My account rep found the doc for me - I thought maybe there was an updated one with the same name.
