Hi,
1. IPL is initial program loader.
It's part of firmware and it's JOB is to load secondary loader "hpux".
2. In Multiuser mode you can use following command:
# lvlnboot -v

Since SEA is not a command, there is no man page.
Functionality is somewhat limited.

Possible boot devices listed.
As far as what those devices are, I keep an ioscan printout near my servers so I know which device on SEA is say the tape drive.
Picking the tape drive is usually easy because the tape drive is the only device listed as sequential on the system.
Of course make_recovery is not to be used as its obsolete. make_tape_recovery off a recent version of Ignite is what should be done.

Sea is short for SEARCH, it will search for possible boot devices. To restrict the search to only devices with a boot loader (IPL), type SEA IPL
