bad LIF magic

I'm having a problem with building my own installation CD using ignite. I get the following error message trying to boot from the CD I created:

IPL error: bad LIF magic

I created the "lifvol" like the manual pages said and did the "instl_combine", but I still get this error. Do I need to burn the CD in iso 9660 mode? One other thing, for me to burn the data onto the CD, I am ftp'ing the file to a PC and then cutting the CD ... could this be the problem?
