make_recovery
use make_sys_image and you can make an image on a different system. and then you can tar it into a tape.

make_tape_recovery is specific to a system. You can not use that for recovery of another system, its purely system specific.
Whereas make_sys_image is kind of image which can be duplicated to different systems. Say you have systems in a cluster and you want to have same applications, basically image on all the you use this option.
Other thing is make_tape_recovery tapes are bootable where as make_sys_image tapes are not bootable i guess....
