make_tape_recovery doesn't exist

Last time I started a hardware system HP-UX installation, I was happy to demonstrate the opportunity of this insteresting executable, but there was no "make_tape_recovery" anymore on the system.
Is it necessary to install something else to access to this feature, it is not a standard/default install?
