Tape is not write protected and tar is working
mt fsf 2 tar -cvf /dev//dev/rtape/tape1_BESTn /usr/share echo $? 0
mt report ok

but when i try make_tape_recovery..

The HP tape C7973A is RW and very common.
C7973W is WORM format (write once). The tape packaging clearly says HP LTO3 Ultrium WORM and is not very common at all. Do you really have WORM tapes?
