CYGWIN user config

I don't want to grant using the default "Administrator" user to access the SPOP.

How can I add new user under CYGWIN on the SPOP?
Do I need a similar Windows user?
How does CYGWIN sshd authenticate; does it use only /etc/passwd or use Windows authentication?
