Error installing HP Insight Management Agents (OSEM)

I want to configure some Windows systems so they can report to a Windows system that houses OSEM.
The first thing to do is to install HP Insight Management Agents 7.70 on them
When I try to install it I get this error:

Product:HP Insight Management Agents -- Error 1920.Services "HP Insight Foundation Agents" (CqMgHost)failed to start.Verify that you have sufficient privileges to start system services.

I have tried to install them on three different systems with the same result.

please ensure you have installed the proliant support pack (PSP) into the system.

Yaa, Ensure that you have installed latest psp in the systema and also check you have logged in with the administrator on local system.
