How to apply a license Insight Control Environment for BladeSystem

The Insight Control Environment for BladeSystem key contains hidden sub-keys for HP Insight Power Manager software, HP Virtual Machine Management Pack, HP Performance Management Pack, and HP Vulnerability and Patch Management Pack.

To apply a license to a system use SIM 5.3 --> Deploy -> License Manager -> Manage Licenses.

Receive the following message:
"For the selected product, license keys cannot be assigned." See screenshot.

How to solve this problem?

Did You install the SIM from ICE media or from standalone SIM installer ?
