Install ISEE standard configuration for Alpha Sierra Clusters/Tru64 HPC clusters

Hi,
Please help me with providing the ideal procedure to install ISEE on Alpha sierra clusters. I face entitlement check failure if i follow up the existing pdfs. would be happy if explained more in preconfig utility.
