No or partial SNMP access to the managed device

Unable to send a problem report for hqmailstanby to the upstream system because No or partial SNMP access to the managed device. Please check log (in logs folder) for details. Also my remote delivery is still down. is there a connection between the two.my OSEM is flooded with this report and my mail box.
