I want to setup RSP/ISEE to monitor two EVAs and two MSAs.
1. Will RSP/ISEE be able to monitor the MSAs via FC or does it require a serial connection?
2. Will RSP/ISEE monitor the EVAs by talking to the Storage Management Server running CommandView EVA? Or will it talk to the EVAs directly over FC?

Solution
For your EVAs, they're monitored from the Storage Management Server. Specifically, ELMC (which stands event log monitoring collector or something like that) runs constantly on the SMS and reads the Windows event log. Any EVA-related events are sent to WEBES which runs on your central management server. WEBES then analyzes the messsages and opens tickets using ISEE/RSP if needed.
Concerning your MSAs, assuming we're talking here about a 2xxx series I think that you simply need to configure it to send SNMP traps to your CMS, and OSEM will analyze them in a similar fashion to WEBES.
If that can be of any help, I have a flowchart here with all the components:

Good luck

Re: RSP/ISEE server to monitor EVA and MSA?
I should've specified... MSA 1500.
