Remote Support Configuration Collector fails to install

On a fresh standalone W2003 R2 server (a Dell PC) with latest MS patches I have a problem installing HPS SIM 5.3 Remote Support Configuration Collector as we have to move away from ISEE. I have tried to uninstall the RSCC package and reinstall.

I have attached some screendumps and the log files in a IZarc zip file.
Any help will be appriciated

HP Sim do unfortunately not run on 3 part hardware
