SolutionBefore assuming that WEBES 5.4 failed to install properly check to see if the DESTA service is running on the CMS. If so, make a further check to see if you can access the WSEA (WEBES) GUI. I have frequently seen the misleading report of a failure to install WEBES when in fact it was installed properly.
If you don't find the DESTA service installed, check to see if the WCCproxy service is running on the CMS. If not, install/re-install the Win ELMC (also known as WCCproxy) with the RS Software Manager (RSSWM). After confirming that WCCproxy service is running, re-install WEBES.
