Cant add boot to EFI menu

I have an rx82xx and I cant seem to make the efi menu work for boot.
The system came with 1 Npar. I split the two cell boards off (cell2,3) and created a new partition.
Now I cant get the partition to boot.
I hav read thru the manual a couple of time but I am not seeing wht I am missing.
I need another set of eyes to help me find out what I am not doing correctly.

I assume you've done the obvious and created a whole new filesystems for root, /stand, etc for your new partition? And loaded HP-UX into it?

No I haven't. I was told that the Hard Drives come from the fatory with a base install of HP-UX 11v3

Well if the drive was NOT one that was installed on delivery, then you will need to install the OS on that disk
Assuming there is I/O connecticivity for thise cells, as that is also not standard

Do you think this would work.
Move cells back to working partition.
Mirror the boot drive to the first drive in the hardware path for each cell.
Create the new partition again and assign the cells.

This sounds overly complicated. What type of mirroring?
It seems you should use ignite to clone the system?

It may be a problem with my efi menu.
I found that the sys lan mac for the partition 0 is the same as the mac for the sys lan presented by the efi menu on partition1.
