Once on a filessystem, you can change to another, e.g.

fs0> fs1:

If you want to go to Shell> again (why?), exit and return to the shell.

Hope this helps!

On my zx2000, exiting the shell ("exit"),
and then returning to the shell ("Please
select a boot option" > "EFI Shell
[Built-in]") returns to the same
(device-name) prompt as before, not back to
the "Shell> " prompt.

Cycling the power, or "Cold Reset" in the
"Boot Option Maintenance Menu" will reset it.
I don't know if anything less drastic will do
it.

That being said, why do you care? Is there
some command which works only at the
"Shell> " prompt? (I know of none.)
