Hi,
what is the current status?
Please run either from the OS:
/usr/contrib/bin/machinfo
or from EFI:
fs0:\EFI> info cpu
example:
PROCESSOR MODULE INFORMATION
# of L3 L4 Family/
CPU Logical Cache Cache Model Processor
Module CPUs Speed Size Size (hex.) Rev State
------ ------- -------- ------ ------ ------- --- ------------
0 2 1.6 GHz 9 MB None 20/00 C2 Active
This is 1 dual core CPU.
What did you get?

Well, generally, if there already is a second CPU in the system, it will be enabled, unless perhaps it was "purchased" via the instant Capacity on Demand route.
What makes you believe there is a second CPU in the system to be enabled?
It is possible to enable/disable CPUs at the EFI level via the cpuconfig command.
