I recommend you to  log a Hardware Support Ticket:

Hardware Support will analyse the hardware logs and help you to remove/replace the part if reqd.

Hi,

As suggested earlier, the only option you could try is to re-enable the de-configured cpu's from EFI shell.

Note : If Cpu's are deconfigured due to Hardware fault, then this would fail and you would need to log HW support ticket with HPE for replacement.
