Solution
The reasons for a deconfigured CPU could be various like i/d cache h/w failures and/or exceeding the LPMC thresholds of i/d cache errors, bus problem etc. These problems would make the CPU as "not responding", the firmware will detect the "degradation" and it will de-configure it. This all happens during CPU self test routines on power-on as well while system is up and running OS.
Maybe the HP Integrity Management Agents software is not installed on the server and that's why you don't see the events (as appeared in the SEL/FPL) in the Windows event log.
