SolutionIn this cpu family all are single cores, but 1 family member is very special - 2x single core in only one slot. But this special was slower than yours. I think you have 4 single cores in 4 slots.
Please post this too:
# echo "sel dev 1;info;wait;il"|/usr/sbin/cstm

If this were dual-core the processors woould be noted as either "Itanium 2 9000 Series" (Montecito) or "Itanium 2 9100 Series" (Montvale).
As they're not, we can conclude this box has 4 single-core processors in it. By the look of it it's a Madison 9M processor with 6MB L3 cache. You can figure that out from the family (31 or hex 1f) and Model (2) info - look at a table like the one at the bottom of this page:

Depending on your discount levels with Oracle and HP, you may find it cheaper to replace the CPUs in this system with dual-core, or just replace the system completely. Those Oracle licenses aren't cheap...
