We have a rx8640 server with 11iV3 with 32 Cores but only 20 cores are active with one nPar. There are two IO chassis. So now I wanted to create one more nPar using cell 1&3 and leaving Cell 0&2 with existing nPar0. So i removed Cell 1&3 from the nPar using parmodify -d command and rebooted the server. Now I am unable to create a new Partition as its giving the error message

SolutionI believe you are not able to create the partition for the following reason:
When you try to create the partition you already have 16 active cores from the nPar0, hence you are left with only 4 core usage rights using which you are trying to create the new partition. But the new partition (which you are trying to create) is already assuming all the 16 cores in that partition to be active even before you create them. So your whole complex is coming to a total of 32 active cores.
In order to create the new partition what exactly got to do is first disable the 12 cores in npar0 using icapmodify command and then remove cell 1 & 3 from the npar0, and then create the new partition using the parcreate command. Now you should be able to successfully create the new partition. In case you want to activate more than 4 cores in nPar0 (I mean the previous partition), you need to load HP-UX or OpenVMS on the newly created partition and then deactivate the cores (using icapmodify command) in the newly created partition in order to free up the usage rights to be used by nPar0.
You may refer the following document (http://www.hp.com/softwarereleases/releases-media2/notices/Maintaining_iCAP_Compliance.pdf )which provides some understanding about maintaining iCAP compliance while creating new partition. Hope this helps.

Thanx for the info, I am implementing this right now. However, do i need to deactivate CPUs from EFI as well...

I don't think you got to do anything from EFI. Only thing you got to do is deactive enough cores from nPar0 (icapmodify -d command should be sufficient here, no need to go to EFI for de-activation) so that you have at least 16 core usage rights free to create the new partition.
