Assume ROM A and ROM B has got different firmware in rx2660, can we make the firmware image same without rebooting

If you update the firmware (or the BIOS for Proliants), the new firmware will be written to the secondary location. If successful written, the secondary becomes primary during the next boot.
If something goes wrong during the update, the system will do the next boot from the "old" primary, so you won't have any problem.
Because of this you can do an online update on the newer servers too, the new firmware becomes active on next boot, but you don't need to boot immediately.
So there is no need to have the same version in both locations.
