Does the system need to be down to access the COnsole and the EFI shell?

To get into EFI shell, yes it has to be brought back down and access the boot menu Shell option.

Yes, you cannot access EFI while the system is up. EFI is the "boot shell", so you need to stop during boot at boot menu and launch EFI.
