os-> windows 2003 ee 64bit

which one is the better cpu upgrade solution of two

4 1.1GHz MX2 Dual core CPU's will give you 8 CPU's. They will probably outperform 4 1.6GHz CPU's.
For detailed advise, pinpointed to your environment, you should contact HP-Presales. They can show you the exact performance difference between these 2.

Hello,
The tpmc for an rx4640-8 Itanium2 1100 8p compaired with the rx4640-8 Itanium2 9M 1600 4p is about 18% faster when using HP-UX. I am not sure that Windows scales the same way as HP-UX. I hope this gives you an idea. Be aware that the performance is always depending of the type of application.
