am getting a connection refused error when trying to connect from another server.

Bad luck.

If you own an entry level server you need to purchase a license for ssh access to the MP.

What is your server model?

Torsten's answer is likely correct. SSH is not initially licensed and enabled on lower-end MP's and is an add-on.

Just to cross the i's and dot the t's though, you can telnet to the MP yes? When you do and you look at the configs what does it show?
